The Current Situation and Challenges in the Energy Sector of Russia’s Siberia and Far East Regions

Abstract

Over the past decade, the Russian Federation has been directing its energy policy toward the Asia-Pacific region, particularly the countries of Northeast Asia, with the aim of expanding its market. Within this framework, Russia has been focusing its domestic development on its eastern regions, accelerating the growth of Siberia and the Russian Far East while constructing infrastructure to enhance access to Northeast Asia. The natural resources and energy reserves in Russia’s Far Eastern region hold strategic importance for the country, making Russia one of the key energy suppliers in the Asia-Pacific region. This article examines the state of the energy sector in Siberia and the Russian Far East—regions bordering Mongolia and home to a significant portion of Russia’s natural resources—as well as the challenges faced in their development and the measures taken by the Russian government in response.

Хураангуй: Сүүлийн арван жилд Оросын Холбооны Улс нь Ази-Номхон далайн бүс нутаг, тэр дундаа Зүүн хойд Азийн орнууд руу эрчим хүчний бодлогоо чиглүүлж, зах зээлээ өргөжүүлэхийг зорьж буй. Энэ хүрээнд тус улс дотоодын хөгжлөө зүүн бүсдээ голчлон төвлөрүүлэх буюу Сибирь, Алс Дорнодын бүс нутгийн хөгжлийг улам бүр эрчимжүүлж, Зүүн хойд Ази руу гарах дэд бүтцийг байгуулахаар ажиллаж байна. ОХУ-ын Алс Дорнодын бүс нутаг дахь байгалийн баялаг, эрчим хүчний нөөц тус улсын хувьд стратегийн чухал ач холбогдолтой бөгөөд тус улс Ази-Номхон далайн бүс нутаг дахь эрчим хүчний нийлүүлэгч гол орнуудын нэг болсон. Энэхүү өгүүлэлд Монгол Улстай хил залгадаг ОХУ-ын хэсэг, тус улсын нийт байгалийн нөөцийн ихэнх хэсэг төвлөрдөг Сибирь болон Алс Дорнодын бүс нутаг дахь эрчим хүчний салбарын нөхцөл байдал болон хөгжлийн явцад тулгарч буй асуудлууд, тэдгээрт ОХУ-ын зүгээс авч буй арга хэмжээг энэхүү өгүүллийн хүрээнд судлан шинжилсэн болно.
