Information Influence Vulnerabilities and Information Resilience in the Defence Sector

Abstract

In the contemporary security environment, information has become one of the strategic instruments and factors influencing public trust, institutional reputation, policy decisions, the psychological well-being and discipline of service personnel, and operational readiness. The development of the digital environment has expanded opportunities for the dissemination of information; however, it has also increased the risks associated with false, misleading, and decontextualized content, fake online accounts, coordinated comments, artificial intelligence-generated images, voices, and texts, as well as emotionally driven information manipulation. Information manipulation refers to deliberate efforts to influence public opinion, attitudes, and decision-making through the selective use, distortion, concealment, or exaggeration of factual and false information (European External Action Service, 2025; Organisation for Economic Co-operation and Development, 2024). Criminal offences, disciplinary violations, non-statutory relations, and incidents involving the health or loss of life of service personnel within Mongolia’s defence sector and state military organizations are, first and foremost, real issues concerning human rights, occupational safety, command responsibility, and internal oversight. Such matters should not be concealed or regarded solely as direct risks to an institution’s reputation. Nevertheless, the use of information related to actual incidents and violations to create vulnerability through exaggerated or misleading interpretations, unverified sources, emotionally provocative content, and the portrayal of an individual case as representative of the entire sector constitutes a vulnerable condition that may be exploited in information influence operations. The purpose of this article is to analyse, from theoretical, methodological, and practical perspectives, the risks of information influence that exploit both genuine and fabricated vulnerabilities in the defence sector. It seeks to identify the relevant actors, objectives, techniques, and effects of such influence, as well as the directions for strengthening the information resilience of citizens and military personnel and improving institutional response measures. The study employs document analysis, comparative analysis, content analysis, case-study methods, risk assessment, and a results-based approach.

Батлан хамгаалах салбарын мэдээллийн нөлөөллийн эмзэг байдал ба мэдээллийн дархлаа

Орчин үеийн аюулгүй байдлын орчинд мэдээлэл нь олон нийтийн итгэл, хандлага, байгууллагын нэр хүнд, бодлогын шийдвэр, алба хаагчдын сэтгэл зүй, сахилга, үйл ажиллагааны бэлэн байдалд нөлөөлөх стратегийн арга хэрэгсэл, хүчин зүйлийн нэг болсон. Цахим орчны хөгжил нь мэдээлэл түгээх боломжийг өргөжүүлсэн боловч худал, төөрөгдүүлсэн, нөхцөл байдлаас хэтийдүүлсэн агуулга, хуурамч цахим хаяг, зохиомол сэтгэгдэл, хиймэл оюунаар бүтээсэн дүрс, дуу хоолой, бичвэр болон сэтгэл хөдлөлд суурилсан мэдээллийн манипуляци (бодит болон худал мэдээллийг сонгон ашиглах, гуйвуулах, нуух, хэтрүүлэх замаар олон нийтийн санаа бодол, хандлага, шийдвэрт зориудаар нөлөөлөх ажиллагаа) түгэх эрсдэлийг нэмэгдүүлсээр байна (European External Action Service, 2025; Organisation for Economic Co-operation and Development, 2024). Монгол Улсын батлан хамгаалах салбар болон төрийн цэргийн байгууллагад гарч буй гэмт хэрэг, сахилгын зөрчил, дүрмийн бус харилцаа, алба хаагчдын эрүүл мэнд, амь нас хохирсон тохиолдол нь юуны өмнө хүний эрх, аюулгүй ажиллагаа, удирдлагын хариуцлага, дотоод хяналтын бодит асуудал, мэдээлэл юм. Ийм асуудлыг нуун дарагдуулах, эсхүл зөвхөн байгууллагын нэр хүндийн шууд эрсдэл гэж авч үзэхгүй байх шаардлагатай. Гэвч бодит хэрэг, зөрчилтэй холбоотой мэдээллийг ашилган эмзэг байдал үүсгэж хэтийдүүлсэн, төөрөгдүүлсэн тайлбар, баталгаагүй эх сурвалж, сэтгэл хөдлөл өдөөсөн агуулга, нэг тохиолдлыг бүхэл салбарын нийтлэг дүр зураг болгон тайлбарлах хандлага нь мэдээллийн нөлөөллийн ажиллагаанд ашиглагдах эмзэг нөхцөл болдог. Энэхүү өгүүллийн зорилго нь батлан хамгаалах салбарын бодит болон хуурмаг эмзэг асуудлыг ашигласан мэдээллийн нөлөөллийн эрсдэлийг онол, арга зүй, бодит нөхцөлийн үүднээс шинжилж, нөлөөллийн субъект, зорилго, арга техник, үр нөлөө, иргэд, цэргийн алба хаагчдын мэдээллийн дархлаа болон байгууллагын хариу арга хэмжээний чиглэлийг тодорхойлоход оршино. Судалгаанд баримт бичгийн шинжилгээ, харьцуулсан шинжилгээ, агуулгын шинжилгээ, кейсийн арга, эрсдэлийн үнэлгээ, үр дүнд суурилсан хандлагыг ашиглав.
